Re: Sandyford Urban Framework Plan -Variation No 2

Dun Laoghaire Rathdown County Council County Development Plan 2010 - 2016

Proposed Draft Amendments January 2011

Dear Sir/Madam,

We wish to make a submission on the above Urban Framework Plan. Our main concerns are as follows:

1. Unfinished development sites with empty blocks have been towering over the locality for years, and have destroyed the view of visitors and locals alike. The plan must make some provision on how these hulks will be dealt with, and should provide for meaningful penalties against whoever controls these sites if they are not built-out or demolished.

2. Lack of amenity areas in the locality. Apart from St Olafs GAA Club (whose members are rightly entitled to control its use), there appears to be little in the way of other public amenity facilities. We believe this needs to be clearly addressed.

3. The height of many buildings already built or due to be the subject of further planning applications have absolutely no regard for existing residential properties, particularly in mature estates bordering the Sandyford estate. The plan must take these into account when setting limits on the allowable height of new buildings.

4. The well-publicized shortage of basic infrastructural systems such as water, sewage etc should be addressed before any further large scale development is allowed.

We ask that these concerns are considered carefully when finalising the Sandyford Urban Framework Plan, and that many of the mistakes made in the past are never repeated.

Yours faithfully,

Merville Residents Association

From: 'Stillorgan District Community & Resident'

Please urgently update your residents on the following: It is important that as many people as possible make submissions.

DLRCC have finally advertised the SUFP today for 4 weeks only to 7th February 2011 see publication at the bottom of this email. A framework plan has no statutory basis in itself (as a LAP would) A Plan for Sandyford it is being processed as mere Variation of the County Development Plan deserving only 4 weeks for submission.

The following appears at the bottom of the publication by DLRCC

In addition to the above documents, Background Papers were prepared to set out the context, survey and analysis and rationale that informed the Sandyford Urban Framework Plan making process. The papers provide the rationale that informed the Sandyford Urban Framework Plan making process. The papers provide a technical summary of the processes undertaken and information collated by each Council Department involved in the preparation of the Plan. The Background Papers do NOT form part of Proposed Variation No. 2 but are for information purposes only. The Background Papers will be available for viewing on this site in due course

We wrote to the County Manager requesting adequate time to make submissions. The following response was received today.

Regards

Marie

Subject: Sandyford Urban Framework Plan Consultation Phase

Sandyford Urban Framework Plan

Dear Mr. Keegan,

I am writing on behalf of the combined residents associations that form SDCRA in response to the publication of the recent Urban Framework Plan and additionally, on behalf of a number of individuals who have contacted me directly.

Some of these residents are elderly, and while they have heard about the plan, they are either non-users of the internet or cannot afford to print the documents. Both the residents associations and the individuals are interested in participation in the public consultation process but feel overwhelmed by the volume of data and the tight time frame in which one is expected to respond to this complex document. We are unable to explain to local people the rush especially as we have been telling the same people that the document was due any day now for the last four years.

SDCRA respectfully suggest that the public consultation process be extended to a minimum period of two months and that in the middle of this period a public meeting be held at a suitable local venue at which a presentation of the plan be given followed by a question and answer session.

Yours sincerely

Marie Turner

Hon Secretary SDCRA

1st November 2010 - Stillorgan Alliance Update

The Stillorgan District and Community Residents Alliance (SDCRA) ensures that it is involved in any developments happening in the Stillorgan and Sandyford areas.

County Development Plan 2010-2016 Adopted April 2010

The new County Development Plan came into force on 8th April 2010. The Stillorgan District, Community and Residence (the Alliance) made submissions in relation to Stillorgan District Centre and the Sandyford Business Estates. Some councillors in Dunlaoire Rathdown County Council put forward a number of motions on behalf of business interest groups - For example, proposals rezoning in Stillorgan, the implementation of a developer-led Tall Buildings Study, and increases in retail caps. Thankfully these were all overturned.

The Stillorgan Local Area Plan, which was strongly driven by the members of the Alliance was adopted in its entirety into the new County Development Plan. This now ensures proposals of the scale previously approved by DLRCC on Blakes, Leisureplex etc will no longer be acceptable in Stillorgan.

Unfortunately however, DLRCC continue to bypass the democratic process of preparing a statutory Local Area Plan for Sandyford. They also appear to be pressing ahead with an unpublished developer led Framework Plan for Sandyford. This could not have happened without the majority of councillors blindly supporting this strategy during the preparation of the COUNTY DEVELOPMENT PLAN.

The Alliance representatives from various residents associations met with Minister Eamon Ryan on 6th November last. The original plan was to meet with Eamon Ryan in relation to Sandyford. When we found out that week that councillors were being lobbied by developers to put forward motions (for inclusion in the County Development Plan) we raised this matter with the Minister also. We asked Eamon Ryan to raise this matter with John Gormley and also asked for a strong message to be sent to councillors and to developers that there is a planning process!

Stillogan Local Area Plan and Summary of key points.

  • Mixed use development.

  • Max 5 Storeys with 2 tall slim line elements (9 storey) at the entrance to the Village from the N11 Max 4 storey on the overflow car park

  • Transitional zones near residential estates

  • New purpose built housing and facilities for the elderly

  • New Library and swimming new pool

Treasury Holding now accept their version of Stillorgan LAP was non compliant and they are working on new plans and will make contact with us in the New Year. Rob Davies Director Treasury holding have given a commitment to improve the negative visual impact of the Baumanns cottages site on the Old Dublin Road by planning trees and shrubbery around the perimeter of their derelict site.

Invitation to Merville Residents

Opening of AIRFIELD - Tuesday 29th October at 6pm.

Dear Friends,

We’re delighted to welcome you back to Airfield as we now begin to re-open the estate. You’ll find a lot that’s familiar but also many new features providing a great base for enjoyable and stimulating recreation and education for you, your family and generations to come.

When we closed nearly two years ago, we expected to see you back here a little sooner but we hope you’ll feel it’s been worth the wait.

There are many stories to hear and tell about our benefactors, Letitia and Naomi Overend, and their family. You’ll find a wonderful interactive Heritage Experience in their family home to bring them back to life. We believe this will give you many hours of pleasure exploring and discovering their story and a wealth of social history spanning more than a century.

We’ve renewed our overall purpose - to inspire people to refresh their connection with food and the land that produces it. Reflecting this, we’ve developed a brand new Overends Café next to our new entrance on Overend Way (100 yards up from the LUAS station). This will be a showcase for food produced on the estate as well as by suppliers sharing our values.

We’ve been busy creating a new Kitchen Garden and a new Farmyard and Dairy to house and care for our animals (including the famous Jersey herd).

Our Ornamental Gardens have also been refurbished, we’ve upgraded our Education and Learning spaces and we’re currently tilling and reseeding the pastures in readiness for next spring.

All this will enable us to expand and develop a wide range of courses and activities for a diversity of age groups and interests.

While most of this is now ready, we still have to give Mother Nature some time to complete her work! As a result, we’ll be re-opening Airfield on a phased basis starting with our café, which opened this week, then the house at the end of the month, and running through to Spring 2014.

As local residents, we would like to invite you to Airfield on Tuesday 29th October at 6pm so that we can welcome you back and show you the developments that have been made.

We hope you will be able to join us.

With best regards,

John Edmondson, Trustee, Airfield
